Empire State Subcontractor's Association
NESCA is affiliated with the Empire State Subcontractors Association (ESSA). The primary purpose of ESSA is to provide advocacy on behalf of subcontractors in the New York State Legislature and before the State's various contracting agencies. ESSA is comprised of four affliliated subcontractor organizations located in Buffalo, Syracuse, Albany and New York City, and represents the concerns and interests of more than 1,000 specialty trade subcontractors, both union and open shop, engaged in commercial, industrial and public works construction projects throughout New York State. Founded in 1974, ESSA concentrates on the business, contract and payment issues affecting all subcontractors, regardless of specialty trade, and seeks solutions to the problems created by issues such as slow payment, excessive retainage, bid shopping, delay claims, risk shifting and unreasonable state government regulations.
